 Neighborhood problems

In my neighborhood, there are some neighbors who do not speak to anyone, they keep making noise and do many things to annoy the other neighbors, they were good people, and however there came a day that they became troublesome. This problem is from a few years ago, more than five years ago, however, we and the other neighbors have not done anything to solve it.

My mother, already tired of the noise, is seriously thinking about talking to the other neighbors, to call the police and end this problem; however, she is afraid that something will go wrong.

A solution to this problem may be to try to talk to the neighbors who make noise, if this does not work, and then they have to talk to the other neighbors to go to the authorities, and follow a regular conduct, to create a healthy coexistence among the neighbors.
